The thing is, it's hard to fight from a throne. A weapon you use should be by your side, or easy access.

Thing is, I can't imagine Lucky wants to rule much. So she wouldn't want to be around a throne much, would she?

I think... that this is the clearest thought she has. Options that she has not settled on. Possibilities she's not sure what to think about.
